Evidence class: intergovernmental expert consensus. Confidence concerns evidence, not a future product result.
As variable wind and solar generation grows, reliability depends on system properties—flexible resources, grids, storage, demand response and operating rules—not on installed renewable capacity alone.
Confidence: high. This is not a reliability forecast for Kazakhstan.
Electricity security cannot be reduced to one metric: it requires considering generation adequacy, grid and regional interconnection, weather resilience and management of variable generation in context.
Confidence: moderate. This is a framework, not a country ranking or index.
Comparing emissions requires explicit accounting boundaries and methods, including distinctions between direct and indirect emissions, period, technology and baseline; this foundation does not calculate technology comparisons.
Confidence: high. Any number requires its own QazMetrics evidence receipt.
Global energy-system findings apply to Kazakhstan and Central Asia only as context: they must be related to local generation, grids, resources, climate and cross-border connections, without turning a review into an operational forecast.
